南京航空航天大学硕士学位论文摘要提高绩效是管理的永恒主题。为了实现全面建设小康社会的战略目标，努力建设一个“办事高效、运转协调、行为规范”的地方政府管理体系，我国地方政府有必要在借鉴西方各国地方政府绩效管理成功经验的基础上，建立一个适合我国国情的地方政府绩效评估体系。地方政府绩效评估作为改进地方政府绩效的一种特定的管理工具，不仅成为现代公共管理理论研究的前沿课题，而且在我国也逐渐取代传统的泰勒式的科学管理，成为地方政府新的治理模式。推进地方政府绩效评估工作的全面发展，建立起完整规范的地方政府绩效评估体系，是当前我国政治体制改革的客观要求。做好这一工作，对我国当前的行政改革和提高地方政府绩效具有重要的借鉴和指导意义。地方政府绩效评估体系是一个由评估主体、评估标准、评估指标与评估方法等要素构成的有机系统。本文在对国内外关于政府绩效评估的研究进行分析的基础上，借鉴了西方发达国家成功的评估经验和做法，设计出一套衡量地方政府绩效的操作体系，并且指出了当前我国地方政府绩效评估的主要问题及改善途径，致力于探索出一条适合我国国情和地方具体情况的地方政府绩效评估发展途径。在本文的最后，以我国乡镇政府为例进行了案例分析，详细说明了地方政府绩效评估操作系统在乡镇政府中运用的具体方案。本文在补充、完善地方政府绩效评估体系的研究方面做了一些尝试性的工作，希望借此引起业内外专家学者对这一课题的关注，进而开展更为广阔而深入的研究，从而科学有效地推动我国地方政府进行绩效评估的实践活动。关键词：地方政府，绩效评估，操作体系，指标体系，乡镇政府i地方政府绩效评估体系研究——以乡镇政府为例ABSTRACTPerformance promotion is the eternal subject of management. In order to achievethe strategic target of building the well-off society in an all-round way, and to build anadministrative system featuring high efficiency, coordinated operation, andstandardize behaviors, local governments in our country need to found a performanceappraisal system which fit to the situation of our country.
