ACCEPTANCE AND PROMULGATION: The Governor’s letter, located near the beginning of the State Emergency Operations Plan, serves as the acceptance and promulgation of this annex. II. EMERGENCY MANAGEMENT FUNCTIONS: A matrix depicting the different emergency management functions that have been identified for CSEPP in Arkansas, and the agencies responsible for them, is provided in Table 1-1 located in Appendix 1 to this Annex. Arkansas Code Annotated 12-75-101 et al. identifies by title the specific individuals authorized to direct emergency response at both the state and local level. III. RESPONSIBILITIES OF AGENCIES AND ORGANIZATIONS: The following are federal, state, local, and volunteer support organizations, which have roles in CSEPP for Arkansas: A. Federal: Pine Bluff Arsenal/Pine Bluff Chemical Activity a. Identify the occurrence of a chemical incident/accident and assess its potential impact. b. Classify the accident/incident according to the standardized emergency classification system (Levels 1-4). c. Initiate off-site notification using the CSEPP Hotline Notification Form (See Figure 1-2 in Appendix 1), via the siren warning system, tone activated radios, and the telephone hot-line to the State EOC, IRZ, and PAZ C
