边远民族落后地区发展经济的制约因素——贵州省册亨县的调查与分析解放四十年来，我省经济的发展极不平衡，不同地区贫富差距很大。与相对发达的黔中、黔北地区相比，边远落后的民族地区则处在另一极点上。这些地区多少年来十分艰难、痛苦地挣扎在贫困的深渊之中而不能自拔，具体原因究竟何在呢？带着这个问题，笔者于1989年春节期间系统地调查了我省典型的少、边、穷县册亨县。该县位于黔西南边缘南、北盘江夹角的崇山峻岭地带。全县土地面积2,500平方公里，人口16万9千人。主要居民为布依族，点总人口的74%。册亨县原是一个布依族自治县，1984年取消自治，归属黔西南布依族苗族自治州，并列为全省26个贫困县之一。近四年来农村人均口粮只有350—400斤，人均年纯收入130—150元，远远低于全国乃至本省的农民人均口粮和纯收入水平，大多数农民解决不了温饱问题。贫穷的形成是一个历史的过程，需要探索的不仅仅是贫穷的现状，而且还有贫穷的过去；需要回答的问题是：为什么这个地区总是一直处于贫困的境地之中——一、工农业生产、交通等客观条件十分落后，资源优势得不到发挥农业基础薄弱 As can be seen, bus number of deaths and injuries that occurred was rail transit (RRT) of 1.7 times, number of motor vehicle deaths and injuries is 1.9 times.
