In 1970 motorists in the U.S. drove approximately 1 trillion vehicle miles, by 1985 this had increased to 1.8 trillion vehicle miles, and by 1988 to 2 trillion vehicle miles. Percentage of peak hour traffic operating under congested conditions on urban interstates increased from 40% in 1970 to nearly 70% in 1990.
