对中国利率市场化问题的思考 提要:随着我国市场经济的发展和经济全球化的迅速蔓延，我国现 有的管制利率在经济金融领域内所表现出的种种弊端日益突出，放松利 率管制，实行利率市场化的迫切性日益增强。本文通过回顾我国利率政 策发展演变过程，分析现行利率管理体制中存在的问题，借鉴其他国家 利率市场化经验，就利率市场化的必要性和充分性进行论证分析。分析 表明，虽然我国已初步具备了利率市场化的基本条件，但当前推进利率 市场化改革还存在一些难点。通过一些相关配套政策措施的实施和完善， 我国逐步推进利率市场化改革的时机基本成熟。我国利率市场化改革应 采取渐进的方式，遵循先外币、后本币，先批发、后零售，先贷款、后 存款，先大额、后小额的顺序，分阶段、分步骤实施。 关键词:利率管制;利率市场化;必要性;可行性 Abstract:Along with the development of market一economy in Chi- na and the rapid spread of economic globalization，many abuses of con- trolled一interest一rate in the area of economy and finance become more and more prominent. The urgency of loosing interest一rate一control and carrying out interest一rate一liberalization is becoming stronger. This thesis mainly discusses the necessity and sufficiency of interest一 rate一liberalization，through reviewing our interest rate management system s developing process，analyzing the problems of the present， and drawing on the experiences of other countries. The analysis indi- Gates that though we have had basic conditions of interest一rate一liber- alization，some difficulties are to be solved. If some relative measures， in allusion to the difficulties，are implemented and perfected，the op- portunities of interest一rate一liberalization are almost mature. Our countrys interest一rate一liberalization should take gradual way，ad- varrce the following steps:first RMB then foreign currency;first wholesale then retail; first loan then deposit;first large amount then small amount.
