The mechanism of government function lies in: by releasing the authority of the public power and the administrative guidance, the government will correct the irregular phenomenon of the regional mineral resources in mining, using and recycling. At the same time, how to achieve orderly and green utilization of regional mineral resources constitutes a core question of the rationalization of the economics. 　　Key words: Mineral resource economics; rationalization; government function mechanism; analysis 　　In the discussion of the effective allocation of mineral resources, we need incorporate the government public power into them. In our country, the constitution stipulates that the mineral resources are owned by the central government, it has become a necessity to optimize its economic rational development with the help of the government’s public power. 　　How should we understand the economic rationalization of the mineral resources? This article thinks that how to achieve orderly and green utilization of regional mineral resources constitutes a core question of the rationalization of the economics. Practice shows that in the areas with intensive mineral resources in the central region of our country, driven by the single economic benefits, the unreasonable economic development mode delayed the regional economic transition time, and also led to the frequently occurring regional geological disasters.
