The mechanism of public utilities management completes the management target by doing a certain type of work or program rather than another type, which is fundamentally decided by the organizational characteristics of the mechanism of the public administration. Indeed, the process of the public utilities management in China has been greatly improved in a short time, but many of these realistic problems because of the pursuit of efficiency cannot be ignored. Therefore, this paper attempts to optimize the mode of public utilities management in the guidance of the mass line. 　　Key words: Public utilities; the mass line; management mode; discussion 　　Public management functions refer to the duties and functions of which the public institutions manage the public utilities. As the undertaker of a country or society to implement the policies and plans related to public utilities, the functions and responsibilities of the mechanism of public utilities management directly depend on the public management targets. However, the mechanism of public utilities management completes the management target by doing a certain type of work or program rather than another type, which is fundamentally decided by the organizational characteristics of the mechanism of the public administration.
