Research Article European Continental reflections on the cadastre University departments provide graduates which support the implementation of geographical information systems (GIS) and spatial data infrastructure (SDI) initiatives. These departments are challenged by the demand of integrating knowledge on new technology in the study programs, but even more by the market driven requests of an international community. The technology related and market oriented development is advocated under the brands of Cadastre 2014 and Land Administration Systems, among others, but appears to be hard to realize for a number of reasons. Taking a historical perspective, it comes to mind that European cadastres were created and developed in a period of time with quite another ideology which among others included the promotion of the public weal. Thus, this paper draws attention to the role of the State and the development ideology of the eighteenth century where cadastral development got momentum, suggesting a different vision for study programs in countries which are trying to set up or improve their cadastral system. Cadastre as a core component of national GISs and SDI is embedded in public administration. The understanding of cadastral issues therefore needs a theoretical basis covering technical and social disciplines in an integrated manner. The paper emphasizes the institutional aspect of the cadastral domain, as this seems to allow for a consistent unification of an array of approaches, including Socio-Technical Systems, institutional economics, and social and organizational studies.
