中国南海资源开发利用研究 摘 要 在南海地区，我国可管辖的海域面积十分广阔，具有丰富的矿产、石油、天然气、和生物等资源，是我国经济发展强有力的保障。具有资源丰富、开发潜力大、海域面积大等特点。目前我们应从强化“寸海寸金”的海洋国土意识作为出发点，并且通过创新管理体制和运行机制，建立强有力的海上统一执法管理队伍，按照由远及近、统一规划、相对集中的原则实施重点区域开发战略，全面提升我国南海国土资源开发利用的水平和效益。南海不但是我国经济与社会可持续发展的强大支持因素，更是关系到我国国家安危和国际环境的重要条件。通过研究分析我国南海资源有效开发利用的现状和主要问题，探究南海资源的开发战略，对于加速南海资源合理、有序开发，维护国家海洋权益，实施可持续发展战略等均具有重要的意义。为了更好的开发，高效的利用我国的南海地区各类资源，我们目前仍需努力，加强基础设施建设，调整好南海地区产业结构，使得南海资源真正成为我国经济进步与发展的一项重要保证与支柱。 关键词：南海；国土资源开发；资源丰富；海洋生物资源；海洋油气资源 Abstract In the South China Sea Area,Be under the jurisdiction of the sea area of our country is very wide,With rich mineral resources, oil, natural gas, and other biological resources,Chinas economic development is a powerful guarantee.Is rich in resources, development potential, the sea area.At present, we should strengthen the inch sea gold of the Marine Territory consciousness as a starting point,And through the innovation of management system and operation mechanism,A strong maritime law enforcement management team,Focus on the implementation of the regional development strategy in from far and near, unified planning, the relative concentration of the principle,Comprehensively improve the level and efficiency of development and utilization of the land resources in china.The south china sea is not only strong support fof the sustainable development of chinas economic and social factors.but also related to the important condition of chinas national security and international environment.Through the research and analysis the situation of the exploitation and utilization of resources and effective of the south china sea and the main problems,to explone the south china sea resources development strategy,for speed up the south china sea resources reasonable,oderly development,safeguard national marine right.In order to better development efficient use of the south china sea all kinds of resources of our country.We still need to efforts,tostrengthen the construction of infrastructure,adjust industrial structure in the
