Executive Summary Background Child Protection (CP) is one of five core UNICEF programming focus areas. Its mandate, to protect children from violence, exploitation and abuse, directs CP to address issues including violence against children, child labor, juvenile justice reform, trafficking, discrimination, support to children deprived of parental care, and child protection in emergencies. The long range aim of the UNICEF CP strategy is to facilitate systemic changes in national and societal support for protective laws, polices and social conventions. The blueprint for this is the “Protective Environment Framework” (PEF), a web of eight interconnected programming areas that have steered CP investments since 2002. Purpose/Objectives of the Meta-evaluation The purpose of the meta-evaluation is to take the measure of how the PEF is understood and addressed in the field by UNICEF and others. The primary objective is to provide UNICEF CP with an authoritative evidence base for global lessons sharing with partners and for global, regional, and national programming and advocacy efforts. An important subsidiary objective is to explore knowledge management software options to help index evidence based good practices.
