我国政府监管药价的现状与趋势的研究 摘 要 近年来我国经济保持持续快速发展，尤其是当前中国经济一枝独秀，特别是在应对国际金融危机期间。但是经济又好又快的发展并不意味着人民生活也是一帆风顺的，现实 中存在着种种问题， 比如药品价格虚高，看病难、看病贵的问题就一直困扰着广大群众. 央视记者调查发现，一些常用药品标价比出厂价高很多。记者随机选取20 种常用药品，结果发现这些药品从出厂到医院中间利润都超过了500%，中间利润最高达到6500%以上。调查过程中记者发现造成这种现象的原因有很多，其中药价飙升“潜规则”——医生参与药品竞标分成。还有按照我国现行的药品集中招标办法，所有公立医疗机构使用的药品必须竞价采购，价格由当地的省级药品集中采购管理办公室审定公布。这个审定公布的价格也叫中标价，中标价是医院采购药品的最高限价，因此竞标价的制定成为影响药价的决定性因素。医药公司、医院、医生、包括药品招投标管理部门等各个环节利益均沾的“潜规则”，使得药品中标价很难回归到合理范围。解决药价虚高，除了要整治药品招投标中的种种乱象，还应当对药品加成政策进行调整。政府对医院所售药品加价15%的政策，使得无法从根本上遏制药价虚高，让患者受益。 关键词：政府监管药价；现状；趋势 ABSTRACT In recent years, Chinas economy has maintained a sustained, rapid development, especially the current Chinese economy to outshine others, especially in to deal with the international financial crisis period.
