Safety Guarantee Measures （要看一下是否有保证不停航施工的安全措施，如果有要标出来，我看一下怎么删。） Safety Control System Safety Control System Before commencement, a complete Safety Control Organization System （see Table 11-1-1）on the behalf of project manager will be set up in fully consideration of the requirements for ensure safe and smooth operation of the airport required by safety management authorities. The key of setting up the above systems is to keep it operate effectively in order to make all staffs and labors pay high attention to safety and enhance their safety awareness to control safety strictly. Functions and Responsibilities of Safety to Each Department Project manager will be in full charge of safe construction; Project manager, chief engineer and deputy project manager will be decision makers of safe construction, and will be responsible for drawing up policies and measures of safety control by the help of field safety officers; Quality, Safety Environment Protection Department will be responsible for drawing up and fulfilling safety control measures and supervising and inspecting safe construction under the direction of the decision makers and by the help of other functional departments. Full-time/ pluralistic safety officers from each working sections, teams will be responsible for daily safety control, summarizing safety control experiences and informing potential safety hazards to Quality, Safety Environment Protection Department.  Safety Guarantee System According to the nature of the project, requirements defined in the tender documents and technical specification and incorporating with our rich experiences, we will establish a safety guarantee system. System Guarantee Measures Safety control will be strengthened by carrying out the following systems: System of planning working areas: plan working areas reasonably in cooperation with safety management authority of the airport in order to realize construction quality and progress under the condition o
