ACT ON THE HELSINKI METROPOLITAN AREA COUNCIL 赫尔辛基都市区理事会法案 By decision of Parliament, the following is enacted: 由议会决议，颁布如下： Section 1 第一章 Helsinki Metropolitan Area Council 赫尔辛基都市区理事会 Matters of common concern to the Cities of Helsinki, Espoo, Kauniainen and Vantaa shall be decided on and managed by the Helsinki Metropolitan Area Council (YTV).
