The WTO was born on 1 January 1995, inheriting the multilateral trading system that had been operated under GATT (General Agreement on Tariffs and Trade) since 1948. It’s often thought of as an organization for free trade. But at most it’s for freer trade (“progressive liberalization”). More importantly, the WTO system consists of rules. These are designed to help trade flow more freely and fairly, and at the same time to allow governments to pursue social, environmental and other objectives legitimately, without using these as an excuse to be protectionist. So alongside the issue of liberalizing trade, is the question of whether the rules strike an appropriate balance between trade objectives and other objectives. Those two issues are at the heart of WTO negotiations. Its role is purely supportive — to support the membership’s work through the councils and committees. The WTO does not give or lend money and therefore does not set conditions attached to grants or loans.
