First, this paper introduces the problems existing in the development process of the seedling planting industry of Dingzhou, such as the decentralized management of farmers, the asymmetry of agricultural product’s buying and selling and the shortage of funds, which limit the development of the featured county economy. Then, the paper puts forward the problem needed to be solved, which is how to improve the featured county economy’s capital supply chain. Finally, suggestion is given in this paper, which is using the financial innovation measures to solve the key problem, the shortage of funds, of the development of the featured county economy, for this can provide effective financial support to the benefits of each link, and gives impetus to the development of the featured county economy.
