 PAGE \* MERGEFORMAT 18 论人民币汇率制度的发展与改革建议 摘 要： 汇率是调节国际收支的重要杠杆，通过与货币政策相配合，不仅可以调节国际收支，还可以调节经济增长。汇率制度是一国经济制度的重要组成部分，恰当的汇率制度对一国经济对外贸易增长同样起到至关重要的作用。自改革开放以来，中国经济经历着跳跃式的发展步伐，增长速度较快，取得了举世瞩目的成就。同时，为适应经济发展的需要和国际潮流，我国开始了由计划经济体制到市场经济体制的转变，与之相应的，则是1994年和2005年两次重大的汇率制度改革。我国经历了由国家管理的不动汇率制度到单一固定汇率制，再到由市场供求为基础的、参考一篮子货币进行调节的有管理的浮动汇率制度。两次重大改革使得人民币开始了国际化进场，使得我国经济获得了高速发展，使得我国在国际经济体系中占据重要地位。当然，随着国际化进程的不断深入，国内外学者专家关于人民币汇率制度的发展有着不同的意见。本文正是基于国际化大背景下，对我国人民币汇率制度的发展改革表达了笔者的意见。 关键词：汇率制度； WTO； 改革； 发展 Abstract： The exchange rate is an important lever to adjust the balance of payments , and monetary policy through the match, not only can adjust the balance of payments , you can also adjust the economic growth. Exchange rate regime is an important part of a countrys economic system, the appropriate exchange rate regime for a countrys economic growth in foreign trade also played a crucial role. Since the reform and opening up, China s economy has experienced significant leaps pace , faster growth , has made remarkable achievements. Meanwhile, to meet the needs of economic development and international trends , China began a transition from a planned economy to a market economy, with the corresponding , then the exchange rate reform in 1994 and 2005 two major . Our experienced by the national management of fixed exchange rate system to a single fixed exchange rate system , and then based on market supply and demand with reference to a basket of currencies in a managed floating exchange rate system. Two major reforms began making the RMB internationalization approach , making access to the rapid development of Chinas economy , making China occupies an important position in the international economic system .
