Talent is also the first resource for the development of Henan province.ηle key point of transforrning the human resource into talent resource in Henan province is to transforrn the new concept of the Four Firsts of talent resource , put people first , strengthen the development of human resource and education , and pay attention to the constant innovation in talent mechanism and incentive policy.
