The Qing govemment implemented the policy of introducing the American funds to develop northeast China. The Qing govemmen tried to use American power to resist the expansion of Japan and Russia in northeast China and then maintain the sovereignty of northeast China. Because of the weak national strength , the Qing govemment did not reach its subjective intention , northeast China was into the deeper crisis. Keywords: the war between Japan and Russia; the Qing govemment; the American funds; developing northeast Chi- na 日俄战争结束后，中国东北仍旧是帝国主义列强在东北亚地区争夺的焦点.清政府在东北积极推行引进 美国资本的政策，先后与美国共同制定了新法铁路计划、锦暖铁路计划、满洲铁路中立化计划，以及东北开发 贷款计划等一系列措施，企图与美国共同开发东北.本文拟从国内、国际背景出发，分析清政府在复杂的东北 亚国际环境中，选择依靠美国，积极推行引进美国资本开发东北政策的原因. 1 东北主权面临危机 日俄战争后，东北面临着被日、俄两国瓜分的危机.这是清政府积极推行引进美国资本开发东北政策，依 靠美国势力制衡日俄以保全东北主权的根本前提.
