中小城市服务业发展的战略选择 　　摘 要：乐山服务业存在的 问题 主要是服务业在三次结构中的比例呈下降趋势，服务业的就业吸纳能力较弱，服务业内部结构不合理，服务业整体水平较低，服务业散、乱、小的特点突出。主要原因是以建制镇为主的城市化道路并不能为新型 工业 化的 发展 提供有效的空间依托，第二产业尚没有形成对服务业发展足够的 经济 支持，新增城镇人口并没有成为 现代 服务业发展的有生力量，服务业要素价格明显高于制造业，服务业整个行业的投资少、发展后劲不足，人均消费能力低，居民消费结构低水平徘徊，现代服务业人才缺乏，缺少较为完善的政策法规和行业服务标准。为此要以城市化为依托，以规划为龙头，以 交通 千亿工程建设为契机，以项目为载体，以人才为保证，重点突破，整体推进，以服务业的充分发展带动整个国民经济加快发展、 科学 发展、又好又快发展。 　　关键词：服务业；发展；战略；中小城市 　　Abstract： The main problems of Leshan service industry are as follows: the proportion of service industry in the national economy is declining, the employment absorption capability of service industry is weak, the internal structure of service industry is irrational, and overall level of service industry is low. The main reasons are as follows: the roads to urbanization can not provide effective support to the development of modern industrialization, the manufacturing has not provided enough imputes to the service industry, the new urban population has not yet become the vital force of modern service industry, the price of elements of service is significantly higher than that of manufacturing, the whole investment to the service industry is small, the capability of citizen consumption is low, the human resourse of the modern service industry is lack, and the policies and regulations and service industry is not perfect. To promote the development of the service industry, it must rely on urbannization, layout, big project, and human resource.
