SharmaandChatterjeeHarmReductionJournal2012,9:24 /content/9/1/24 COMMENTARY OpenAccess Partneringwithlawenforcementtodelivergood publichealth:theexperienceoftheHIV/AIDSAsia regionalprogram MuktaSharma1*andAnindyaChatterjee2 Abstract IntheSouth-EastAsiaregion,thedrugcontrolandsupplyreductionagendaisofhighpoliticalimportance.A multitudeoflawenforcementagenciesareengagedinthiswork.Nationwidecampaignssuchasthe“Strike-Hard” campaigninChinaorthe“warondrugs”inThailanddominatethelandscape.VietNam’sresponsetodrugusehas historicallyfocusedondeterrencethroughpunishmentandsupply-sidemeasures.Thispolicyenvironmentis furthercomplicatedbylackofevidence-baseddrugdependencetreatmentinseveralsettings.Thepublichealth consequencesofthisapproachhavebeenextremelyserious,withsomeofthehighestdocumentedprevalenceof preventableblood-borneviralinfections,includingHIV,andhepatitisBandC.Thewidersocioeconomic consequencesofthishavebeenbornebyfamilies,communitiesandthegovernmentsthemselves. TheHIV/AIDSAsiaRegionalProgram(HAARP)aimstostopthespreadofHIVassociatedwithdruguseinSouth-East AsiaandpartsofsouthernChina.HAARPworksacrossfivecountries(Cambodia,ChinaBurma,Laos,VietNam) chieflythroughtheMinistriesofHealthandSocialAffairs,NationalDrugControlAgencies,andPublicSecurity sectors,includingprisons.HAARPhasalsoengagedwithUNagenciesandawiderangeofcivilsociety organisations,includingorganisationsofpeoplewhousedrugs,toensuretheirmeaningfulinvolvementinmatters thatdirectlyaffectthem.WedescribetheexperienceofHAARPinimplementingalarge-scaleharmreduction programmeintheSub-MekongRegion.HAARPchosetodirectitseffortsinthreemainareas:supportingan enablingenvironmentforeffectiveharmreductionpolicies,buildingcorecapacityamongnationalhealthandlaw enforcementagencies,andsupporting“universalaccess”goalsbymakingeffective,high-coverageservicesavailable toinjectingdrugusersandtheirpartners.
