The reasons for these problems, mainly in Shaanxi inadequate investment in vocational education finance, tuition fees in arrears problem is serious, schools lack the autonomy of colleges and universities within the personnel management and compensation management, and so backward. The Government must increase investment in vocational education, increasing the autonomy of higher vocational colleges, vocational colleges to improve the remuneration levels of teachers, improving school management measures such as internal pay in order to attract and motivate talented people in Shaanxi Higher vocational education.

1 Introduction
