The objective of the policy is to increase service utilizationandreducecostsforhouseholds.Weanalyzetheefficacyofthepolicyandthedistributionofitsbenefits. The study was carried out in Ouargaye district. The analysis was based on two distinct cross-sectional household surveys, conductedbefore(2006;n=1170)andafter(2010;n=905)thepolicy,ofallwomenwhohadhadavaginaldeliveryina publichealthcentre. Medicalexpensesfordeliverydecreasedfromamedianof4,060FCFAin2006to900FCFAin2010 (p,0.001).Therewaspronouncedcontractioninthedistributionofexpensesandareductionininterquartilerange.Total expenses for delivery went from a median of 7,366 F CFA in 2006 to 4,750 F CFA in 2010 (p=0.001). There was no exacerbationoftheinitialinequalitiesoftheshareinconsumptionafterthepolicy.Thedistributionofbenefitsformedical expensesshowedaprogressiveevolution.Thegreatestreductioninriskofexcessiveexpenseswasseeninwomeninthe bottomquintilelivinglessthan5kmfromthehealthcentres.Only10%ofthoseinthepoorestquintilewereexempted.The subsidypolicywasmoreeffectiveinBurkinaFasothaninotherAfricancountries.Allcategoriesofthepopulationbenefited fromthispolicy,includingthepoorest.Yetdespitethesubsidy,womenstillcarryasignificantcostburden;halfofthempay morethantheyshould,andfewindigentsarefullyexempted.Effortsmuststillbemadetoreachtheindigentandtoreduce geographicbarriersforallwomen.
