Vo l. 12 No.9 第 12 卷第 9 期 管理学报 2015 年 9 月 Chinese Journal of Management Sept. 2015 001 编码: 10. 3969/j. issn. 1672-884x. 2015. 09. 011 区域创新系统能力动态变迁的测度与评价 周洪文l 宋丽萍2 (1.华中科技大学经济学院; 2. 中国地质大学(武汉)经济管理学院) 摘要:以区域创新系统为分析框架，根据各省份、直辖市、自治区的创新活动数据，实证分 析影响这些地区创新能力差异的动态效率，并解释导致地区间差异和区域创新要素集聚的制 度原因。研究发现，专利申请授权量作为衡量创新产出的指标，我国东部地区、中部地区、西部 地区的差异非常明显，东部地区明显偏高，而中部地区和西部地区差异不大，但与东部地区的 差距很明显。从各地区情况看，沿海发达地区和大城市、高校和研究机构密集的地区，研发人 员全时当量和研发投入经费普遍较高，这些区域的创新能力较强。 关键词:区域创新系统;创新能力;动态变迁;随机前沿生产函数 中固法分类号: C93 文献标志码:A 文章编号: 1672-884X(2015)09-1343-08 Measurement and Evaluation of Regional Innovation System Ability s Dynamic Chang ZHOU Hongwenl SONG Liping2 (1. China University of Geosciences , Wuhan , China) Abstract: Using the regional innovation system as the analytical framework , this thesis studied the dynamic efficiency that leads to the innovation ability difference between provinces empirically , and explained the reasons of system that result in the regional difference and affect the innovation ele- ments agglomeration according to the innovation data relates to provinces. By using the number of authorizations of applications as the index to measure the innovation output , this study found out that there is a big difference between the eastern , central and western parts of China , though the difference between the central and western parts is not that obvious , the eastern part s innovation output is far more than the rest areas.
