河南省0～6岁残疾儿童抽样调查报告 【摘要】 目的 通过对漯河市、西华县0～6岁残疾儿童抽样调查听力残疾、视力残疾、智力残疾、肢体残疾、精神残疾现患率及致残原因，康复现状与需求，为制定残疾儿童工作政策提供依据。 方法 采用多阶段分层、不等比例、整群随机抽样方法进行抽样，编制调查底册，集中调查为主，填写《残疾儿童筛查表》对残疾筛查，可疑者使用国家标定的相应诊断标准，进行最终诊断。结果 调查10044名儿童，残疾儿童183名，现患率1.822％，残疾顺位为智力残疾、肢体残疾、听力残疾、视力残疾、精神残疾。结论 建议制定相关政策，完善 法律 法规。积极开展残疾预防和早期干预。完善康复服务机制，提高服务水平等是降低残疾的重要措施。 【关键词】 残疾；儿童；调查 【Abstract】 Objective Pass Luohe city，Xihua county 0～6 years old disabled children sample investigaion hearing disabled，eyesight disabled，intelligence disabled，limbs disabled and spiritual disabled persons’suffering rate now，disabled reasons，rehabilitation current situation and demand，offer basis on which make disabled working policies of children.Methods Adopt many stages divide into layer，unequal proportion，whole groups of random sampling method，work out investigate bound copy of a document kept on file，rely mainly on concentrating on investigating，fill in “disabled children sift form of checking” to sift checking to the deformity，use countrys demarcated corresponding standard to diagnose finally to the suspicious one.Results Investigating 10044 children，disabled children 183，suffering rate now 1.822%，disabled to leave intelligence disabled，limbs disabled，hearing disabled，eyesight disabled and spiritual deformity on location.Conclusion Propose making relevant policies，perfecting the laws and regulations.Prevent and intervene deformity in early days actively.Perfecting the rehabilitation service mechanism and improving service level is an important measure to reduce the disabled. 【Key words】 deformity；children；investigation 为了解我国残疾儿童的现状，掌握残疾儿童的发生率、致残原因、康复现状与需求，为制定残疾儿童的相关政策以及为残疾儿童进行康复服务提供 科学 依据，在联合国儿童基金会资助下，卫生部、公安部、 中国 残联和国家统计局于2001年组织了中国0～6岁残疾儿童抽详调查。对我省漯河市、西华县进行了听力、视力、智力、肢体、精神等五类残疾的抽样调查，现将结果报告如下。 1 调查对象与方法 1.1 调查范围 根据全国0～6岁残疾儿童抽样调查实施计划要求，我省随机抽取中等 经济 发展 水平漯河市（地级市）、西华县调查。在抽取的市、县内采用多阶段分层、不等比例、整群随机抽样方法进行抽样。根据漯河市和西华县统计局颁布的1999年各街道（乡、镇）国民经济生产总值排序，分成三层，漯河市和西华县分别按经济发展水平随机抽取经济发达、中等发达和欠发达的街道（乡、镇）各一个。漯河市经济发达和欠发达的街道各抽取12个整群，中等的街道抽取16
