中国软科学 2004 年第 2 期 　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　 产业集群与区域经济发展探究 1 2 1 沈正平 ,刘海军 ,蒋 　涛 ( 1. 淮海发展研究院 ,江苏 徐州 　221009 ; 2 . 徐州师范大学 　城市与环境学院 ,江苏 徐州 　221116) 摘要 :产业集群的地理集中是一种普遍的空间经济现象 ,其内生源泉主要在于分工与协作 、劳动力共享市场 、边 干边学机制与创新 。因此 ,产业集群内劳动生产率增长是内生的 ,且呈现规模收益递增的特征 。对于区域经济 来说 , 由于产业内和产业间联系 ,规模收益递增不仅体现在企业中 ,而且还体现在行业中。此外 ,在区域宏观经 济水平上也会出现递增的收益 。运用区域乘数和投入 - 产出分析工具可以衡量产业集群的区域经济效应 。产 业集群的形成和发展不仅依赖于市场机制 ,而且也有赖于政府这只“看得见的手”的调节 。合理有效的区域政 策可以推动产业集群与区域经济的良性互动 ,从而提高产业和区域经济的竞争力 。 关键词 :产业集群 ;地理集中; 区域经济发展 ( ) 中图分类号 :F061. 5 　　　文献标识码 :A 　　　文章编号 :1002 - 9753 2004 02 - 0120 - 05 On Relationship bet ween Industrial Clusters and Regional Economic Development 1 2 1 SHEN Zheng - ping , L IU Hai - j un , J IAN G Tao ( 1. As a result , increasing in labor productivity inside cluster is endogenous and shown up by the characteristics of increasing returns to scale .
