Th is article exp atiated on the asp ects of funds, facilities, hum an re sources and the configu ration on rural and urban. Then, it gave som e solu tion s to these p rob lem s, such as to enhance respon sib ility of the Governm ent, to app rop riate to introduce som e p rivate cap ital, to estab lish the entering, m anagem ent, train ing m echan ism about the hum an re source, to p lay the ro le of regional health p lann ing and imp rove the rural m edical service.
