第32卷第4期 土 木 工 程 与 管 理 学 报 Vo1．32No．4 2015年 12月 JournalofCivilEngineeringandManagement Dec．2015 从米切姆 “责任’’内涵剖析工程师责任的合理限度 王 进 (中南大学 土木工程学院，湖南 长沙 410004) 摘 要：工程深刻影响和改变着人类社会的进程，这使得工程师承担责任成为必然之举。米切姆定义 “责任是 知识和力量的函数”，但随着巨型工程的日益增多，工程技术的日渐复杂 ，作为人类进步主要力量的 “负责任的 工程师”是否应当承担扩大化的责任值得商榷。本文认为该定义包含三层意思：一是工程知识的结构分类极大 提升工程师辨识责任的能力；二是工程师力量的复杂多变警醒工程师审慎对待责任；三是知识与力量的不同组 合共同助推工程师在合理限度内履责。只有通过辨析米切姆 “责任”内涵 ，充分认识到工程师在知识局限和力 量有限上的困境 ，才能理解其只应当 “力所能及”地 “当责”，方能期待工程师的道德 自觉和伦理 自省得以彰显， 从而 “把好的工程做好”。 关键词：责任的合理限度； 工程师； 工程知识； 力量； 卡尔 ·米切姆 中图分类号：B822．98 文献标识码：A 文章编号：2095-0985(2015)04--0020-07 ReasonableLimitofEngineer’sResponsibilityfrom M itcham ’sResponsibility WANGJin (SchoolofCivilEngineering，CentralSouthUniversity，Changsha410004，China) Abstract：Engineeringhasprofoundly affected and changed the courseofhuman society，which makesthe engineer’Sundertaking responsibility an inevitable necessity． CarlMitcham defined responsibilityasafunctionofknowledgeandpower．Withtheincreasingofcomplexityofmega—project andengineeringtechnology，whetherResponsibleEngineerasamajorforceforhumanprogressshould undertake the enlarged responsibility remains to be considered． The definition includes three meanings：(1)Structuralclassificationofengineeringknowledgegreatlyenhancestheengineer’S abilitytoidentifytheresponsibilities．(2)Thecomplexityofengineerforcesmakestheengineeralert totheresponsibilities．(3)Thedifferentcombinationsofknowledgeandforcejointlyboostthe engineertofulfillresponsibilitywithinreasonablelimits．Onlythroughdiscriminatetheconnotationof Mitcham ’Sresponsibility，fully aware ofengineer’Sknowledge and power limitationscan we understandtheresponsibilitywithinone’Sability．Andthenwecanlookforwardtoengineer’Smoral andethicalcon
