论“联众模式”对新农村建设的价值 王建友 (浙江海洋学院 公共管理学院 浙江舟山 316000) [摘要]新农村建设是一个系统工程。我国各地农村的发展状况千差万别，由此应该因地制宜创新农村建设的模式。“联众模式”是地方政府引进工商企业共同参与新农村建设的一种全新尝试。这种尝试以市场为手段，推进了农村土地资源、社会资源、劳动力资源的优化配置，满足了新农村建设的内涵要求。而“联众模式”在浙江部分农村的成功运作，可以为现有的新农村建设模式选择带来借鉴、创新思维及推广价值。 [关键词]“联众模式” 新农村建设 价值 推广 Discussion of “lianzhong patterns” to new rural reconstruction value WANG Jian-you (College of Public Management ,Zhejiang Ocean University,Zhoushan 316000,China) Abstract: The construction of new countryside is a program. But “the association numerous patterns” in the Zhejiang partial countryside success operation, may bring the model, the innovation thought and the promoted value for the existing new countryside construction pattern choice. Key word: 揕ianzhongo patterns” new countryside construction value promotion 农业、农村、农民问题始终是中国革命、建设和改革的根本问题。我国是农业大国，要想实现2020年全面建设小康社会的目标，农村的发展是关键也是最难的一块。在现阶段，全面建设小康社会的重点、最繁重任务在农村。税费改革后的轰轰烈烈的社会主义新农村建设正在开展。2005年，党的十六届五中全会提出建设社会主义新农村的重大历史任务，2006年党中央和国务院制定了《关于推进社会主义新农村建设的若干意见》作为当年一号文件下发。事实上，由于各地农村的生态类型、自然资源的禀赋和社会经济发展条件的差异，社会主义新农村建设就应有不同的模式。 所谓的新农村建设的模式是是指在充分分析当地资源、经济技术、制度等因素的基础上，对具有典型代表性的新农村建设先进经验进行集中反映和高度概括，使之能够在相同类型条件下扩散和推广。[1]近几年来，各地在探索过程中，根据本地实际，结合自身区域发展，创新出许多适合自身新农村建设的途径和模式，“联众模式”就是在实践中初步获得成功的模式。 一、 “联众模式”的创新及其适用条件 联众农业投资集团公司在对杭州近郊农村进行“农家乐”改造的过程中，经过几年的摸索，创新出对农村资源进行有效开发管理的“联众模式”。这就是联众公司对所选村庄进行统一经营，不需政府、村民投入，不占用国家土地资源，不破坏生态环境，不占用农田，被当地政府称为的“联众模式”。它以人的休闲生活、行为、需求为目标，以发展农村
