Abstract The equal of the voting right is a basic principle of the modem electoral system , but, in our country,it made the difference stipulation on the voting right between the city citizens and the countryside citizens and between the men citizens and women citizens because of the system reason, the special national condition and the traditional ideas.The equal is the value that the law pursue, is the morals foundation of the law.As the right that affect the political decision ,take the household register and the sexes as from the distinction to the voting right is not reasonable obviously. The farmers’ right and the womens rights can not being protected effectively ,the expanding disparity between cities and countryside,the exaltation of womens character get the structure’s being destroyed that the govern of the Chinese society distinguishing between cities and countryside and the reforming to household registers system proposed request to the voting right equality.Therefore,taking The city and country orchestrate development variety as the chance, from refoming the household register gradually , Changing the idea of the sex bias, changing the laws that about the equal of the right to vote become realization has already become necessary. This article is about 30,000 words ,and is divided into three parts include the introduction ,the main text and the conclusion. The main text is divided into four parts. The first part system explained the meaning of the voting right, the property of the voting right, and the relation between the election system and the voting right.
