What is different from that in nominal clauses
(1) what the noun clauses can serve as subject, object and complement, sense equivalent to the thing (s) that, guide the subject clause, the plurality of its predicate verbs by the plurality of the predicate; What leads to a preposition is an object clause.
What he wants is those books.
What he wants is some water.

(2) that doesnt serve as a sentence. It doesnt make any sense. When the subject clause is guided, it is used as the subject of the sentence. When the object clause is introduced, it is often omitted. That clause usually doesnt serve as a preposition object, but it can be used as an object.

= It seems unlikely that she will refuse the offer.
She cant refuse the suggestion.
I have found (that) all the tickets have been sold out.
I find that all the tickets have been sold out.
He is a good student except that He is a little bit careless.
Besides being a little careless, he is a good student.
