结合小王庄村建设实践，探析村庄规划如何落地 【摘要】“规划先行”不仅仅适合于城市，同样适合于农村。村庄规划是实现“城乡一体 化发展”、改善农村生产生活条件的重要手段。从党的十七大提出建设社会主义新农村，到 十八大提出建设美丽中国、美丽乡村，直至全国掀起建设美丽乡村建设的热潮，无一不凸显 了在大力发展新型城镇化的今天，村庄规划的重要性。然而在村庄规划几乎全覆盖的今天， 由于缺乏科学编制、刚性管理和监督机制，村庄规划绘制的仅仅是一副蓝图，农村的实际问 题依然没有解决，面貌依然没有改变。该文结合小王庄村建设的实际经验，从解读村庄、选 择村庄建设模式、编制村庄规划等几个方面，浅谈如何将村庄规划落到实处，切实的指导村 庄的建设和管理。 【关键词】以问题为导向；村庄建设模式；三规合一；村庄规划成果 【Title 】Combined with practical experience of Village construction of Xiaowangzhuang， Analysis how to build village planning practically. 【Abstract 】Planning in advance not only is suitable for the city, also suitable for rural area. Village planning is the important means to realization of the integration of urban and rural development and improving rural production and living conditions. The 17th National Congress of the CPC Party Congress proposed the building of new rural areas, 18th put forward construction of rural Chinese, beautiful village. It Highlights the importance of the village planning in Vigorously develop new urbanization. But because of lack of the scientific establishment, rigid management and supervision mechanism, Village planning did not solve the real problem in rural areas. this paper, combining with the construction experience of Xiaowangzhuang, discusses on how to implement the village planning, construction and management of practical guidance Village. 【Key Words 】Problem oriented ；Village construction mode ；complexities of urbanization ； Results of Village Planning 1 引言 小王庄村位于豫中平原、驻马店市西平县，地势平坦、土壤肥沃、气候适宜，是众多 平原村庄之一，其最大的特点是作为河南省农业综合开发项目粮种繁育基地，小麦、玉米亩 产较高。 小王庄村于2014 年6 月开始编制村庄规划，2014 年9 月初通过村民代表大会决议开始 正式执行。截至 2014 年 11 月底，未来再生能源科技有限公司入驻小王庄村，共流转土地 2000 亩，建设科技农牧生态产业园，包括500 亩春秋棚种植区、250 亩特种养殖散养区、80 亩沼气站、200 亩莲藕种植区、1000 余亩的粮种繁育区，将为村民提供近1000 个工作岗位， 能有效的提高村民收入水平；村庄东西向主要对外交通道路正在进行村民拆迁工作，建设资 金已经到位；文化活动站、卫生室正在做建筑设计及施工图，预计2015 年 1 月开土动工； 村庄整
