But can is only used in present and past tense and be able to can be used in different tenses. Can is used to ask or give permission. Could is not the past tense of can here but a more polite way of asking or giving permission. Can is used to ask whether something is true or not, and can’t means that something is impossible or unlikely. What is the weather like in the capital cities? What is the weather like in Chang Sha? ---It may be sunny. If you are not very sure about something and you want to have a guess, you can use may and might .
