ABSTRACT As the important part of “the third sector” in non-government and non-business, charity organization is built up in cycle process of comparison, alternative and integration, and develops in competition. With the transformation of government function, public administrative mechanism experienced greatly change recently, which pushed forward transition and innovation of operational management mode of Yongzhou Charitable Foundation. Taking Yongzhou Charitable Foundation as the research object, this paper introduces the basic theories of charitable funds at the beginning. And then it studies operational mode of foreign charitable foundations which are led by America, and gets some profound enlightenments from different perspectives. Following that the current status and existed problems of Yongzhou Charitable Foundation operational mode are analyzed. Finally, it explored its innovation strategy, hoping to provide some reference opinions and operable suggestions for the development of Yongzhou Charitable Foundation operation as well as charity undertakings in China. According the related theories of charitable funds, this paper mainly studies operation and management of Yongzhou Charitable Foundation and draws the conclusions as follows: with the development of social economy and innovation of charitable fund management model, Yongzhou Charitable Foundation has made great achievements in its operation.
