It is held that the function ofAgriculturalDevelopment Bank of China ( CADB) is restrainedmainly by the factors in three aspects such as fiscalpolicy, rural financialmarket environment and initiative ofCADB. To perfect the function ofCADB and better serve the agriculture, countryside and farmers, it is necessary to strengthen the coordination between fiscal policy and monetary policy, so as to clarify the rural land property right, work out the policy for CADB to accept farmers!mortgage loans for land, mi prove credit environment and give full play to the initiative ofCADB.
