Through constructing a g创ne model , with the game theo巧， the paper analyzes govemment supervision and the behavior of the business enterprise produces , he game analysis may offer us the correlative factors ,then the paper advise to deal with two main supervision, while taking measures to reduce the cost of supervision of govemment regulators , as well as take advantage of the the multi social benefits of the regulato巧 response of the coal enterprises recommendations.
