Abstract: in twenty-first Century, the focus of enterprise management will be changed from the management of material resources to the management of human resources. Knowledge will become the key resource of enterprises, and talents will become the basis of enterprise competition. How to stimulate the creativity of employees, tap the potential of employees, and thus improve organizational efficiency is an important topic for all countries and enterprises. Equipped with appropriate personnel, engaged in reasonable work design, improvement work system and work remuneration is the key content of human resources management, and must be combined with the actual enterprise to be scientific and standardized. The human resource management model in the United States is a typical mechanical structure, the Japanese model of human resource management is the organic organizational structure management, through the comparative analysis of the two, reveals the external factor of human resource management, combined with the actual situation of township enterprises in China, derived from the characteristics of its human resources management the model should have. I hope this article can give some enlightenment to the management of township enterprises in china.
