ABSTRACT China is abundant in coal resource. Coal is a kind of valuable segregation of hydrocarbons resource and chemical raw material. The coal industry releases waste unceasingly during the mining, processing and use process, which wastes resources and threaten s the environment greatly. With our country in the period of high-speed development in economy, we should draw lessons from the end-of-pipe control experience, construct the recycling economy development mode on the coal industry. The smooth operation of the Value Chain of Recycling Economy for the Coal Industry(VCRECI) is the base of the recycling ec onomy development mode of the coal industry. This paper aims at the value formation mechanism of the VCRECI, firstly drawns up the concept of the VCRECI, supported with the relevant theory. Then discusses th e formation mechanism and mode of the VCRECI in detail with method of the nature description and quantitative analysis. Studies have shown: the value structure of VCRECI includes three parts: the economic value, the environm ental value and the social value. The above value can be formed by the VCRECI, which can be proved by the value optimized model of VCRECI; In addition, this paper summarizes the typical mode of the formation of VCRECI, named “The value chain optimized mode on the full life circle of the coal”, and stress the following module: the value chain on general utilization of coal industrial waste, the deep machining value chain, the coupling value chain. Base on the model analysis, the paper expounds the above three mode’s economic value, environmental value and the social value respectively. Keywords ：coal,the Recycling Economy,the value chain,
