It is crucial to select correct contractors scientifically and successful. From the perspective of the ownera selection index system for BT contractors was built based on the related references. ThenTheil was introduced to determine index weights based on the efficacy coefficient methodECM. This model was tested and verified by a practical case. The system efficacy coefficients of BT contractors were computed and ordered. The contractor with best system efficacy coefficient was selected.
