摘要 摘要 改革开放以来，中国的经济迅速发展，经济总量已经跃升到世界第二位，同时我国 已成为世界能源生产和消费大国。为了确保中国经济的可持续发展，中国逐步兴建了很 多大型公共工程，诸如三峡工程、南水北调工程及大亚湾核电站等。在工程建设产生巨 大经济效益的同时，也产生大量的工程移民。 工程的建设本是利国利民的好事，但是由于种种利益矛盾及纠纷，导致“暴力拆迁”、 “集体上访” 、“群体性事件”等情况的不断发生，严重影响到社会的稳定和谐。经济建设 的发展又无法避免工程建设的发展，那么政府应该如何保证工程建设的顺利进行，关键 在于处理好利益相关方的利益问题，并切实保障弱势群体移民的利益。CJ 核电站工程项 目算是进行的非常顺利的一个工程项目，它得到了当地农民的积极支持及拥护。其成功 之处首先在于工程项目本身的公益性，并受到上级政府的高度关注；再次归功于当地政 府利益分享理念的实践及以为人民服务工作宗旨，关心移民的实际情况，采取一系列保 障移民利益的措施。对CJ 核电站工程的实例、政府如何实现利益分享及其效果进行分析， 期望能对工程移民问题提供一定借鉴作用，最终保障社会和谐稳定及公平正义。 关键字：利益分享； 工程移民； 核电站工程 III 万方数据 ABSTRACT ABSTRACT Since the policy of reform and opening up, China’s economy has been rapidly developed,that economic output has jumped to second place in the world. At the same time, our country has become the worlds energy production and consumption power .In order to keep the economy’s sustainable development,China gradually built a lot of large public projects, such as the Three Gorges Project,the South-North Water Diversion Project and the project of Daya bay nuclear power station.
