新中国60 年社会保障行政管理体制的变迁 岳宗福 （山东工商学院 社会保障研究所，山东烟台264005 ） 摘 要：社会保障行政管理体制是国家社会保障行政机关的设置、职权的划分与运行等制度的总称。新中 国建立60 年来，社会保障行政体制大致历经了建立、调整、破坏、复建、劳动保障部组建及人力资源和社会保 障部组建等6 个发展阶段。改革开放以来，统一社会保障机构成为社会保障行政体制改革的目标，社会保障从 概念性的术语变为政府机构的名称用了 13 年的时间，而“统一”的社会保障机构作为一个概念性框架也已存 在 10 年有余，但一个名副其实的“大社会保障部”仍未建立起来。 关键词：社会保障；行政管理；体制变迁 中图分类号：K27 文献标识码：A 文章编号：1005- 605X（2009）05- 0027- 09 On Chinese social security administrative management system change over the past 60 years YUE Zong-fu （Institute of Social Security, Shandong Institute of Business and Technology, Yantai 264005, China） Abstract:The social security administration of the national social security system is the executive of the settings, the divi- sion of powers and operation of such systems collectively. Over the past 60 years, China ’s social security administrative sys- tem in general through the establishment, adjustment, damage, rehabilitation, the establishment of the Ministry of Labor Social Security and the establishment of the Ministry of Human Resources social security, such as six stages of develop- ment.
