参与式发展理念在村庄规划中的应用

摘 要:在我国社会主义新农村建设过程中，如何科学地编制村庄规划，促进村庄整治的顺利实施，是规划工
作者面临的一道难题。当前村庄规划编制仍套用自上而下、政府主导的城市规划思维，导致实际的村庄规划
实施效果并不理想。因此，通过调查不同地区村民了解、参与村庄规划的程度以及对规划内容的认知，将参
与式发展理念引人村庄规划，从村民在村庄规划中参与方式、参与程序与参与内容等方面探索更为合理、完
善的村庄规划编制模式。

Application of the Concept of Participatory
Development in the Villages Planning

Abstract: In the process of new socialist countryside development in China , how to make and execute
country planning scientifically and smoothly puzzles the planners. The current country planning still
use government dominated top-down planning tradition , and promoting plan compilation has encoun-
tered many difficulties with unsatisfying results. By investigating the degree of villagers understand-
ing in different areas , the extent of participation in villager planning and the cognition to the planning
content , introduce the concept of participatory development to villager planning. Explore more rea-
sonable and perfect village planning mode from the way of villagers participation , participation proce
dures and content.
