China Abstract: This thesis dialectically analyzes the relationship between forest certification and international trade on forestry products: forest certification may hinder the liberalization of trade of the forestry products, unreasonable forestry products trade may worsen the environment, which shows the contradictory side; But goals that the two pursue finally are all for sustainable development, this is identical side. Additionally, the thesis expounds the mutual impact between forest certification and forestry products trade. It is hold that trade of forestry products is a important factor to promote the fast development of forest certification and that forest certification is one of instruments to promote the trade of the forestry products sustainable. Key words: forest certification; trade of forestry products; sustainable development; green barrier; environment. 一、森林认证与林产品国际贸易关系问题的提出 森林认证，作为一种以市场机制促进森林可持续经营的手段，从产生到现在经历了十多年的时间，影响力在逐渐扩大。如图1所示，1994年全球经过森林认证的森林面积为0.03亿hm2；2004年全球经过森林认证的森林面积为2.98亿hm2[1]（图1）。森林认证的发展相当快。目前，世界上最有影响力的认证体系是FSC（森林管理委员会）和PEFC（森林认证认可计划体系）。到2005年7月为止，经过FSC认证的森林面积有约0.57亿hm2，分布在65个国家的730个已经获得森林经营认证的企业，其中中国有439.63hm2的森林通过了森林经营认证，分属于四个林业局[2]；同时获得FSC产销监管链认证（COC）的企业有4021家，它们分属于72国家，其中中国有98家企业获得了COC认证[3]。截止到2005年6月3日，全球经过PEFC认证的森林面积为1.23亿hm2，分属于17个国家；同时获得PEFC产销监管链认证的企业有2285家[4]。目前，没有中国企业获得PEFC认证。所以，仅这两大森林认证体系就已经认证了约1.8亿hm2的森林面积。预计，未来森林认证的发展会越来越快。 图1 1994～2004年森林认证面积增长图 图2 2000～2004年世界林产贸易额变化 20世纪90年代以来，林产品的需求大幅度的增长，因此林产品的生产和国际贸易增长速度很快。根据联合国粮农组织的资料显示：1990年的林产品世界进口额为1
