Administrative Region commissioned academic institutions to conduct studies on
cross-boundary transport infrastructure planning. The following paper presents the
preliminary findings of this study and was presented at the “Seminar on Regional
Planning in the Greater Pearl River Delta Region” organised by the Planning
Department on 21 September 2009. The opinions and proposals contained in this
paper are those of the academic institution and do not necessarily represent the views
and positions of the Government of the Hong Kong Special Administrative Region.

Abstract
The Greater Pearl River Delta (GPRD) Region is developing into a poly-nuclear
metropolitan area. To facilitate further development, integration and specialization is
needed within the cities in the metropolitan area to share the limited resources, talents,
and markets available. To meet the needs of integration and sustainable development,
the GPRD is constructing a new railway network which will render the whole area into
a network city. As the time-space distance between all nodes in the region will be
diminished, the phenomenon of spatial neutrality will
