山东交通学院 2015届毕业生毕业论文 题目：行人交通违法行为法律规制比较研究 院(部)别 专 业 法学 班 级 学 号 姓 名 杨柳 指导教师 牟荣华 二○一五年六月 摘 要 在我国各级城市，普遍存在着对行人交通违法行为管理失控的现象，被网友形象地称之为“中国式过马路”。行人交通违法行为的普遍存在，不仅影响道路通行效率，更容易引发交通事故，造成不应有的损害。因此，本文主要以研究行人交通违法行为的现状为基础，了解和分析其产生的原因及社会根源，比较和借鉴国内外行人交通安全管理的先进经验，提出规范行人交通行为的切实可行的法律制度和配套措施，有着重要的理论和现实意义。 本论文致力于改善混乱的交通现状，提高行人的法律意识，维护道路交通秩序，预防和减少交通事故，保护合法效益，提高通行效率。结合现行法律法规和学者、专家们的学说和观点，就完善我国治理行人交通违法行为的法律制度和配套措施，提出自己的想法和建议，使道路交通立法更加具体完整。 关键词：行人交通违法行为现状；产生原因；解决措施 Abstract At?all levels of our country?city,?there are generally of?uncontrolled?pedestrian traffic violations?management phenomenon,?by the netizen?is figuratively referred to as?Chinese crossing the street.?The universal?existence of?pedestrian traffic violations not only affects the?efficiency of traffic rate,?more?easy to cause traffic accidents,?causing unnecessary damage.?Therefore,?this article is mainly based on the?current situation of?study on pedestrian traffic?illegal?behavior,?to understand and analyze the?causes and?its social root comparison and reference?of domestic and foreign advanced experience of?pedestrian traffic?safety management,?put forward the?standardized pedestrian traffic?behavior?feasible legal?system and supporting measures,?has important theoretical and?practical significance. This paper?is devoted to?improve the traffic situation?of chaos,?improve the legal awareness of pedestrians,?maintaining the road traffic order,?preventing and reducing traffic accidents protecting the legal?benefits,?improve the traffic?efficiency.?Combined with?the existing laws and regulations?and scholars,?experts?theories and views,?improve?pedestrian traffic violations?governance of Chinas?legal system and?the supporting measures,?put forward their own?ideas and suggestions,?so that the?road traffic?legislation is more?specific?and complete.
