Common people#39;s subsistence right being threatened, repeatedly checks the legality of the current constitutionalism in the country;however, when a country#39;s independence and existence are in danger, people#39;s subsistence rights cannot be guaranteed. That is why people#39;s subsistence rights must be based on the subsistence right of the Chinese country.
