Based on system theory, the author holds that region is a system with factors, and can be provided with struc- ture, and exist in a specific surrounding. The function of a regional system is caused and reflected by the fac- tors, structure, and the surrounding. As a strategy blueprint, regional planning is an innovational process which is around the function gap between the future and the status quo of region system, in which function is the core concept in the regional planning involving economic, social and environmental function. The inno- vational process includes factor innovation, structure optimization, market innovation and regulation innova- tion. The draft and implementation of regional planning is a subjective
