The public -private dualism is an ideal model for organizational classification. However, it has been a global phenomenon that the boundary is increasingly blurred between public and private HEIs by way of different forms and time in each country. Some dynamic features behind the phenomenon can be identified, including the ‘ public-private partnership ’ in the supply pattern of higher education, the‘ resource dependence ’ in the financial pattern of higher education and the‘ private juridical person ’ in the governance pattern of modern HEIs, which will be the three trends shaping the future of modern HEIs.
