硕 士 学 位 论 文 MASTER’S DISSERTATION 论文题目 农村干部远程教育管理研究 作者姓名 学科专业 公共管理 摘 要 2003年5月，党中央提出了我国农村干部现代远程教育的重要措施，并在有关地区进行了先期试点工作，从此，我国农村干部远程教育就走向了新的阶段。随着试点工作的不断深入，经过总结经验，我国于2005年初对农村干部远程教育在全国范围内广泛展开。 本文结合湖南省、湖南、贵州、山东三个试点地区农村干部现代远程教学组织和党员干部管理经验，以问卷调查为主，以党员干部为主体，以卫星传输技术为主要内容的现代远程教育教学管理、教学管理、教学管理存在的问题及影响因素进行了较为全面的探讨。并以衡水市为例，采取系统分析、问卷调查、案例分析、文献研究等方法，对新形势下农村干部面临的新任务进行了有益的探索。 农村干部远程教育，是现代远程教育对农村干部的延伸和扩展，是在农村建立学习型社会服务，满足农村党员和终身学习的需要。对于农村干部远程育的发展规划要本着可操作性强、充分利用现有资源为原则，全面加强人力资源建设，提高各站点的管理机制，配足合格的人员。在教育内容方面要有利于当地的经济发展和实践，有利于提高农村干部的综合素质。通过就如何推进模式的教学和教学管理，建立科学的管理、规范化运作的农村干部远程教育工作机制进行了深入的剖析，对如何把握时代需求的农村党员发展和建立开放型、多功能、广覆盖、高质量的教育和培训体系有着深远的意义。 从研究背景、研究方法，基本观点及研究意义四个方面来谈。 关键词：Abstract In May 2003, the CPC Central Committee put forward the rural cadres of Modern Distance Education in China (hereinafter referred to as the important measures of agricultural dry).
