Chapter I General Provisions
Article 1 These Provisions are formulated in accordance with the Provisional Regulations of the state on public servants in order to regulate the rise and fall of state civil servants and to ensure fair and reasonable appointment of state civil servants.
Demotion of second civil servants, must carry out the revolutionary, younger, better educated and professional guidelines, adhere to the masses is accepted, we will have both ability and political integrity, and openness, equality, competition, merit principle.

The second chapter promotion
