The above - m entioned re search m ethod s need to be supported by a large amoun t of data concern ing the indu stry developm ent; therefore, they can hardly be app lied in the underdevelop ed region s ofW e st Ch ina. On the ba sis of comp arative advan tage theory and comp etitive advan tage theory, th is p ap er sets up the core indu stry selection model, p ropo se s evaluation criteria system and model calcu lation app roach, and m akes an emp irical re search.
